Ladies and gentlemen, distinguished delegates,

31 years ago, at these days Saddam Hossein’s regime army waged a full fledged attack against my country from air, ground and sea. In fact, it should be asked way Saddam regime attacked Iran and what is the relation of this military aggression with Iran’s nuclear dossier. I want to talk about it in this meeting. Victory of Islamic revolution shut down the military, economic and political base of some nuclear weapon owned countries in a strategic region of the world and resulted in emerging of Islamic Republic of Iran. At that time, those who fabricated Zionist regime were dreaming that by killing the innocent people of Palestine and occupying their land, the Zionist would fulfill their interests in the region. But the prays of all noble people to heal the wound of Palestinians in 1979 granted in Iran and with the grace of God and high determination of Iranians a power formed based on freedom seeking principals that promised peace, friendship and defending the oppressed people of Palestine in the region and world.

Defeat of the Zionists and their lords and hegemonic plans in the world, caused them to follow the same repeated plans of oppressing popular revolution in Iran. Therefore they began organizing and planning party, media and military coups in Iran that all of them with the help of God and wise of the founder and leader of Islamic Revolution of Iran were defeated.

The losers experienced the last weapon which was imposed war and dividing the country, but they neglected  Muslim Iranians and they gained nothing from this action as well, and Iran preserved stronger than before its territorial integrity. Through these ups and downs, animosity of certain devious and totalitarian countries showed itself in different forms. Sometimes it was in the shape of coup or imposing war and now, by fabricating file and damaging Iran’s peaceful nuclear activity.

During the tough times of resistance, where were the international forums and agencies that supporting laws and protocols? Why did no body stop unfair attacks and use of chemical and mass destruction weapons of Saddam Hossein? Why did media not wake the world conscience up to fight evil phenomenon in use of chemical weapons that martyred and wounded close to one hundred thousand people? During the resistance against enemies attack we were under sanction. Allies of our enemy closed our vital routs like the pirates but independent countries and awakened minds that loved freedom and were not outnumbered, as they are not today when they respect our resistance and seek opportunity to assist us. Stabilization and political stability in Islamic Republic of Iran paved the way for scientific and industrial growth in all aspects and it is quite logical that a pioneering county tries to diversify its energy sources.

On this path, utilization of nuclear energy is one of the tested ways in the world. Nuclear technology and science, because of its precise nature and expansion of its scientific and technical circle, in addition to its various benefits in providing energy and development of radiation application in people’s life and health, has caused the growth of other branches of science and various scientific parts as well as enhancing the specialized services capacity in the countries.

The master mind in leading Islamic Republic of Iran is well informed of the importance of this issue in the growth and development of the nuclear developments in the country.

These days it is expected from all members of the Agency and honorable DG not to be influenced by some certain countries that own and proliferate nuclear weapons and deprive countries from their inalienable rights. They should not act in a way that in order to benefit such rights because of some hostile positions and measures of few countries, other members of Agency have no way but to make their peaceful activities as secret.

In an era that independent or less developed countries are in shortage, the Agency should act according to its natural and charter duties to help other countries in maintaining nuclear rights of the countries by fighting the imposed restrained, stopping fabricating dossiers and sharing acquired knowledge.

Mr. Chairman;

We should restore this trust in world community that the Agency is not transformed to the center for preserving the interests of nuclear weapon owned countries and restraining countries in benefitting from peaceful nuclear technology.

During the seventies, the Agency promoted and published manufacturing of explosive devices as peaceful use of nuclear explosion and with this pretext, justified killing   thousands of innocent people in Hiroshima and Nagasaki as well as pollution resulted from testing weapons by those countries involved in arms race. I would like to advise you to read those documents and publications.

Some nuclear powers are trying to influence and control the Agency so that they would have the opportunity to carry out experimental and polluting tests and by acquiring the sufficient data, they pave the way for their software hegemony.

With those measures, the Agency provided the possibility for nuclear owned countries to introduce the nuclear arsenals in their movies and media as the savior and guarantee for the future of humanity against natural and terrestrial attacks.  

Today, despite good cooperation and even allowing inspecting beyond safeguard agreements by countries, what has the Agency chosen to do? It calls itself neutral. But is Agency really neutral? If it is so, why it does not say anything or report on clandestine probable activities of some European countries or positioning some hundred nuclear warheads in Europe or occupied countries that jeopardize the health of the people. Why is the Agency silent when it comes to the lost nuclear material in the United States? Where are these materials now? Security and health of Americans and the world is in danger. It is expected that in near future its thorough and precise report would be handed to all and this serious concern of the world be answered.

Selective attitude of the Agency, especially towards the developing countries in showing diversion in activities has so far paved the way for economic sanctions which followed by military attacks to those countries.

These interference and influences are carried out by three western countries which have been pioneered in fabricating Iran’s dossier and lost their interests in Iran after the Islamic Revolution.

We would like to draw the attention of honorable DG and all free thinkers of the world to this point that the Agency according to its character should do its best to focus on controlling war mongering and nuclear weapons owned countries.

These countries have proved the world that whenever they wished, they threat and used force.

The Agency should confront those countries that in time of subtle and tiny threat, they gunned down defenseless passenger plane over Persian Gulf and honored the commander of the operation with medal of bravery and honor. Undoubtedly, the danger of such a country that owns nuclear weapons and has not fulfilled its obligations in chemical convention, is a serious concern for the global peace and security.

Today, the Islamic Republic of Iran has reached to self-sufficiency in providing necessary experts in many scientific areas. In a new effort, some countries and their intelligent terrorist organizations have focused on assassinating our experts. So far, Misers Dr. Masoud Allimohammadi, Dr. Majid Shahryari and Daryoosh Rezaeinejad who were all our scientists and experts, have been martyred, and some others are in their assassination list whose addresses and names are in the lists of UNSC and EU sanctions or the information which has been provided to the Agency by the intelligent services.

We strongly urge the Agency to clear its name in cooperating and preparing the ground in these measures. We consider it necessary that member states and DG of the Agency while condemning these terrorist and hostile activities in order to prove their good will, take brave measures to review the agreed modalities and closing the nuclear case of Iran in the Agency.

Distinguished audiences;

Bushehr nuclear power plant is a unique nuclear plant in the world from the perspective of construction time to its utilization. Bushehr is waiting for others to seize the opportunity in showing the determination to materialize the idea of “nuclear energy for all and nuclear weapons for none.” We consider it an opportunity for the Agency that by showing its supervisions on construction and opening of Bushehr Nuclear Power Plant, they could persuade public opinions in using nuclear energy and assuring them of avoiding bitter nuclear plant’s events.

It is expected that the Agency would behave more responsibly in development of Bushehr Nuclear Power Plant and construction of new units in Iran and increases its technical and scientific cooperation so that Bushehr would be a center for utilization of Nuclear Energy and an example for the prosperity of the people.

Islamic Republic of Iran despite all obstacles caused by some countries has achieved technical knowhow and technology of the fuel cycle and provision of fuel complexes of nuclear research reactors and nuclear power reactors and by documenting them, voices its readiness to share its technology with other countries with the  information and supervision of the Agency.

Ladies and Gentlemen;

Recently with the pretext of restraint caused by the Security Council, the Agency has avoided Iranian experts to participate in nuclear safety training workshops. This unprofessional measure could jeopardize the health of all nations. Scientific apartheid and imposing restrains on increasing safety standards of nuclear institutions, would pave the way for occurring incidents because of lack of full observing of nuclear safety items that could damage human society and it is in contradiction with the ministerial conference on nuclear safety.

There is an expectation from the Agency to behave responsibly and not to jeopardize the issue of safety by carrying out selective rules as well as not allowing the political differences to impact technical issues of the Agency.

I would like to announce here that we are ready to cooperate with the Agency as before and we are hopeful that in near future the Agency would restore its independent identity and Mr. Amano and his colleagues would earn credits for the Agency as the independent and nondiscriminatory reference by making principled decisions.

I would like to announce that Islamic Republic of Iran is a country that acquired nuclear technology and will use its capabilities only in supporting the prosperity of Iranians and world people. Iranian specialists could cooperate in supervising groups of the Agency to control, decrease and destroy nuclear weapons.

If countries want to negotiate with Iran over nuclear issues, we would like to urge them to pay attention to the performance of the recent decades of the Agency. The structure of decision and policy making of the Agency especially in the Board of Governors needs seriously to be reformed. The composition of the members of the Board of Governors, number of the members and their domain of authorities should changed, because the charter that was formed in the Cold war time is not compatible with today’s situation. This is a key issue in our talks with them in future.

 Another issue is finding an appropriate mechanism so that all countries without any discrimination could benefit from nuclear energy for the prosperity of nations and assuring other countries from nonexistence of nuclear material and undeclared equipments in nuclear weapon owned countries.

I would like to request that different countries take into consideration Iran’s proposal and by accompanying it, paves the way for making a safe world without any discrimination and ready to flourish the hidden talents of human society in expanding peace and development of science and prosperity.

At the end by thanking and appreciating the staff especially the inspectors of the Agency who follow their conscience and intend to truly and professionally report real and peaceful activities of Iran’s nuclear program. I believe that ruling of the wise in the Agency and patience resulted from logic and independence in analyses, reports and making decisions as well as observing nations rights provide an appropriate situation to fulfill legal duties.
